Ruby on Rails (aka RoR) is a web development framework for rapid web application development. It is written in Ruby programming language. The advantage of RoR over Java is Java is very heavy and bloated. Ruby on Rails comparitively is very lean and can get you up and running very quickly.
David Heinemeier Hansson is the original creator of Rails Framework while working at 37 Signals. US has really caught up big time on Rails and India is not far behind.
